- Established in 1985 under the Regan Administration, Lifeline provides subsidized phone service to millions of qualifying low-income households and has enjoyed bi-partisan support for decades. As FCC Chairman Ajit Pai said in a letter to a U.S. House of Representative member, “I am committed to bridging the digital divide, and, like you, believe the Lifeline program can help do just that”.
